Knapweed gall fly (Urophora affinis)

According to Bug Guide, this fly was "introduced from Europe in 1971 to control knapweed (Centaurea spp.)" This one is on Scotch thistle. It is a tiny fly in the Fruit Fly family (Tephritidae).
