Gion Tower is part of Daiunin (a Buddhist Temple) which is near Yasaka-jinja (Yasaka Shrine). I had tried getting a photo of it lit up on previous visits to the Higashiyama Hanatouro, but it wasn't until my 7th visit that I found a place that gave me a good view of it. I took this photo from the western end of the path that leads up to Otani Mausoleum near the lanterns made by university students.
Daiunin is not open for the Hanatouro, but the tower and some of the surrounds are lit up for it. Possibly an even better place for a view of the Gion Tower during Hanatouro would be Kodai-ji (Kodai Temple) as that temple is open for the Hanatouro, but it's probably going to be very crowded there during Hanatouro. A shot of the Goin Tower I took from Kodai-ji in the day time during Autumn.
