Even as the limestone ropeway was seen as a strategic wartime project, the shortage of coal hit the cement industry hard. What became known as "austerity cement" had to be used, which I guess explains a bit of the issues with the installation over the years.
OTOH - to be fair - it has been standing for more than 70 years...
