In 1838 the U.S. Congress passed a law requiring all steamships to carry navigation lights. This was extended to sailing ships in 1849.
All ships are required to have the lights on between sunset and sunrise in order to prevent collisions.
A red light is placed on the Port / Left side, a green light on the Starboard / Right side and a white light on the mast and on the stern / rear of the ship.
This requirement has passed on to aircraft and spacecraft.
