Insect catcher

We couldn't figure out what this was, but thanks to several comments, I can see now it's meant for catching insects. There is a lot of water in the garden, so I imagine mosquitoes can be a big problem here, too.

Could this be a kind of insect trap? The light attract insects and maybe there is a kind of sweet substance in the bucket to attract insects.
