This exaggerates a weeeeeeee bit: the "second network" was what grew into the Internet, and its first message was sent in 1969 - the true beginning. Sending encoded messages over radio and tapping into the net successfully was no mean feat, though. I was working in telecoms myself in France in 1976 and it was very, very fiddly with lots that could go wrong.
