For this high contrast scene with back-lit foreground and cityscape against a twilight sky, post-processing made a huge difference.
I increased the exposure and used local adjustment to brighten up the foreground and the buildings on the opposite bank. I saturated the orange color to bring out the twilight and the rusty textures of the barges.
