Traditionally outside the house,business or temple, a visitor would be able to use a dipper to pour water over hands and neck to wash before entering. I'm not sure if the water would also have been used to take a drink or not, but I've seen it used for cleansing purposes. The unglazed clay allows the water to soak through, and moss to grow.
