I was stationed on Coast Guard recruiting duty on the bottom floor of this building from December 1967 to July 1970. All five military services had their recruiting offices on the bottom floor of this building, which was fairly new at the time and the Coast Guard also had a large Marine Inspection Office/Captain of the Port command on the second floor. There were no trees on the streets back then and it's a pleasure to see the trees now. The several story building in the background was not there back when I was stationed there; it was a one-story building with a few shops in it as I recall.
