Filming Me?

Arashiyama, Kyoto, Japan view map

This guy was riding on a rickshaw accompanied by a Maiko (apprentice Geisha). He was continually videoing everything. Was he a rich tourist? or working to promote tourism? He seems so casually dressed for a date with Maiko.
