Every year, just before flag day (June 14th in the US), they put up flags all around the perimeter and down the main drive of the VA Center. They leave them up until Independence Day.

This Center was a Camp (Camp White) in WWII and housed German POW's as well as army personnel. It is now a regional rehabilitation center as well as a medical campus.
