You can see that my facility generated 1049Kw last month. (Top Section A) Reflected here as a credit. Also underlined B is the 1048Kw worth of RECs that my system generated, also a credit.
Because I did not "generate and consume" PNM took both ALL of the power I generated and the associated RECs and paid me nothing. This issue was addressed shortly after Congressman harry Teague came out and had a look.
Even more insulting, they charged me $4.18 in general service and tax fees.
I've made a HUGE mistake here and need to post an update, PNM did NOT bill me for $4.18 this month, they added the .15 credit from my REC to my bill and actually charged me $4.48
PNM is able to take my RECs because of the closed market that exists between it, and it's customers who generate green power. There are markets outside of New Mexico willing to buy RECs, here's an example of the commodity type market that facilitates such trading: SREC-TradeClick on thet link
In a effort to recoup some of my investment I am forced to burn in place as much power as I can. The RECs are worth .15 cents a kilowatt, however I have to waste the associated power in order to "unlock" their value. I recently spoke with PNM's VP, Ron Darnell, about this and he said that PNM has no means of accommodating me in their business plan, and when asked about wasting the power, he said "I guess you have to do what you have to do."
