It's a Piaggio P-180 twin turboprop probably registered to Avanti, a fractional ownership company. The canard fore-wing is a product of Burt Rutan's leading edge aerodynamic research. You can read about his company here: http://www.scaled.com/ . Scaled was first company to successfully launch a civilian spacecraft, winning the X-Prize.
