This is a leuchistic or near albino Barnacle Goose.
Confusingly (very confusingly!) there was a Ross's Goose with the Barnacle flock but that would have black primaries which in flight would show the lower part of the wing as black.
Also, the Ross's Goose would have a red bill and redder legs than this bird.
