Stone clearing equipment?

Just a couple more pictures of some of the mammoth equipment carried by these rail cars. This one was some kind of "cleaning/clearing machinery" according to the sign. My husband thought maybe it cleaned stones off of tracks. Quite an operation, in any case.

A strange thing, never seen anything like it. Perhaps for the stone bedding under the rails, but that's just a guess.
