This known as The Ballast Office ? - During days of early shipping , ships could sail up the River Liffey to O'Connell Bridge and the Ballast of a sailing ship was even more important then than now, so special Inspectors handed out certificates to say the ship could sail in safety with certain pre-determined cargo loads. Yes it cost money to get the certs - hence, the fine building, just like Mr Gates big money ; Small disks ??

Try using more Free transform and rotation in some of your pics, and maybe some cropping here and there.
Thank you - Hope you enjoyed Dublin.
