We have a similar situation, especially after heavy snowfall, it is difficult to move upward even if the majority of cars have winter tires. After a heavy snowfall is often the case that certain roads are almost impassable, because they block the trucks that got stuck in the snow.

Not so long ago we had a similar situation in Warsaw, just everything stood, huge traffic jams and chaos on the streets. You could only travel light rail and trams.
