Curlew Sandpiper in this plumage shouldn't show that pronounced of an eyebrow, and the bill would be all dark and noticeably down-curved. But I agree, the pattern of red on the underside is suggestive ....

What's the story with the lowest bird at the very left edge of this photo. Almost looks like it could be a Curlew Sandpiper, but the underwing is exactly like all the Red Phalaropes and it is not white on the lower flanks and undertail. Otherwise....
