I have no idea HOW it got its wing through that steel loop. But it's in there really tight. Best guess is it backed into it while stretching it or something. Once the bend in the wing got past the wire loop it was stuck as the bird would likely not know how to pull it back out. Initially I thought about freeing the bird this way, by moving the wing back through the loop but that risked further injury to the wing. I felt the safest way was to use a pair of pliers and unwind that wire loop which worked out great.
