I think cobwebs are usually white. It looks like they've been stained yellow from cig smoke... gross

Ahh see the blanket on the window is a clear indication of a tweaker! What your landlord had is a clear cut tweak house, he's lucky the tweakers left, I've seen houses condemed because of tweakers messing with plumbing, wiring, etc. I saw worse in the San Gabriel Valley of California.
