Some Kind of Flower

I saw this flower at Alton Baker Park along the Pre Trail. It's a wild flower. Seems the majority think it is Water Hemlock. I thought it was very pretty.

Would this be Queen Anne's Lace? It is a lovely flower in the wild but it wilts when you pick it, at least that has been my experience.
