This is a sawdust pile that is wet and "rotting" which causes it to produce heat, the heat we see beeing blown away by the wind, with the smoke from the Kingsford smokestacks in the background, even though it looks like it is a mountain with a storm blowing over it.

My guess, most likely an early morning shot of a wood chip pile with the steam caused by the heat of the pile. As for exact location, this could be Kingsford, Weyerhauser, Rexius, or any number of Eugene Springfield area locations. I would not put it past Vern to tell us that actually it is a chip pile in Roseburg, Albany, or perhaps even Mapleton?

The "hint" is the barb wire fence in the foreground.

Looks as though it's snow melting & evaporating in intense sunlight. Was the hint the barb wire fence in the foreground?
