First I assigned the color match profile followed by conversion to sRGB.
I evened out the excessive red skin tones on her legs and feeet by painting over most of her skin with a brush set to color blending mode and a color picked from her face.
I adjusted for a skin tone and color saturation similar to the posted example by using the Hue/Saturation adjustment layer and modifying each color individually.
I used the surface blur filter at a low setting to soften the overall detail and restored the eyes with history brush.
I added noise to simulate film grain, then gaussian blur to soften the effect. Again, restored eyes and lips.
On a new layer, set to soft light blending mode and low opacity, I added color to the eyes and lips.
On another new layer, set to soft light, I used a black brush to paint in dark vignette.
