Alternating current in the United States is set to 60 Hertz and is highly regulated, to such a degree that some wall clocks use this to measure time.
Lights pulse on the rise and fall of the current. That's twice per cycle. In one second a light will pulse 120 times.
This picture was exposed to light for a fifth of a second. 120 / 5 = 24. How many pulses do you count here? How many pulses do you count in the other photos?
The other two streaks in this photo are probably flourescent lights from the houses behind the streetlight. They are not supernatural. Some lights do not rope no matter how quickly the camera is moved.
"Roping" and "braiding" on "energy rods" debunked as common streetlights in the background and mis-operation of camera equipment. To eliminate light rods, lock the shutter speed to 1/30s or faster. Or use a tripod.
