He was entirely consumed with in-depth thoughts about grand plans for his private golf club, rather than with anything else, including his country's wellness... Therefore, rockets were abandoned , and disregarded as a priority, as they wouldn't had any use on the golf battle field backgrounds... Not sure if he would've changed his mind if these nukes leaked ?!
