The "crown" and long arm (pointing backward) on top of Crazy Horse's head is an apparatus used for transferring measurements from a smaller sculpture to the mountain itself. The arm is placed at a certain angle, a plumb-line dropped from it, and then measurements are made in toward the rock at certain points along the plumb-line.
The painted markings on the rock appear to be the locations of the ear and eye of Crazy Horse's horse.
