This is a text that probably was copied and deposited in several cities in the Assyrian empire. It is full of curses for people ignoring the rulesw laid down in it. It is suggested texts like these were examplary for Hebrew religious texts.

Wikipedia: Esarhaddon, also spelled Essarhaddon, Assarhaddon and Ashurhaddon (Akkadian: Aššur-aḫa-iddina, meaning "Ashur has given me a brother", was the king of the Neo-Assyrian Empire from the death of his father Sennacherib in 681 BC to his own death in 669 BC. The third king of the Sargonid dynasty, Esarhaddon is most famous for his conquest of Egypt in 671 BC[5] and for his reconstruction of Babylon, which had been destroyed by his father.
