This doll represents a little sister of the circumcised boy. (Clothing in 1920-1950 style).
As girls are not circumcised (not in Turkey, anyway), and therefore have to miss the festive aspect of it – being a prince/princess during at least one day. This is often compensated by a new set of cloths for them, on the circumcision day of a brother.
If they don’t have any brother, this will happen at some other big family event, a wedding for example.
