Easy way to get a hand-tinted look with muted colors.
Use a Gaussian blur of 15 to 30 on the top layer.
Use color blending mode. All the color comes from the top blurred layer.
The base layer can be simplified if you wish.
All detail and definition comes from the base layer.
Base layer can even be monotone, since it supplies no color information.
