I selected a few photos taken in April, 2010, and a few photos taken in Nov, 2011.
It seems that after April, 2010, they began a massive cleaning of the New Town Hall of Munich. You'll see the change in colours of the facade in the photos taken in 2011.

Munich has been 50 to 70% destroyed during WWII. I assume this has been rebuilt. V
