"Day Laborers" in Laguna Beach,California competing for a job. Legal or illegal is anyone's guess so I'm guessing most are illegal. Have to wonder if the guy in the car cares one way or the other. My guess is that he doesn't and that he's just looking for cheap labor to do his dirty work.
It's almost like being a slave owner for a day except he doesn't have to feed or house them. Similar to buying the services of a prostitute for the evening.
