This was near the beginning of the parade, right after Dykes on Bikes.
We see this person now and then in the West Village and Chelsea, always looking like this.
Always with a bird on his head and the little poodle in the baby carriage.

Of course, as I write this I realize that we might be seeing him quite often on the streets, but dressed in a business suit or hard hat.
