aka Who gets the ticket???
This happens frequently at Times Square for seemingly no reason at all. I think they are trying to frighten the street vendors (lined up on the sidewalks behind the police cars).

No, this was kind of bizarre. I missed my bus and so took a walk around the block. When I got back to 42nd street this was how it was. But the tourists and people didn't seem fazed. Just SOOOOO many police cars. I waited about five minutes and then they all screamed off. It was strange. But I've been told that it happens a lot. Penny Street
