The river is the Mississippi River, and though I don't swim in it, I have gone fishing on it. The town has district heating and cooling systems that send hot and cool water through pipes under the streets to the individual buildings. I (as a pipefitter/pipe welder) helped install these systems.

You can see the State Capitol Building in the background, which of course
means St Paul is the capital of Minnesota.
