This is a section of the "Advanced Technology Center" in Haifa, Israel. It is located between the Carmel mountain and the beach. The tall building at the left is the offices of the Israeli Electric Company. One can see those from the street of my home.

Oved, I would try to make the water more visible, my first impression was that this is a blown out sky
