A track bike is a minimalist bicycle, with no brakes or shifters. The way to change gears is to replace the front chainring or rear cog. Most track racers have both a 14-tooth cog and a 15-tooth cog. This is my 14. My 15 is on the bike.

I think the 15 tooth cog would have been better:-)
