Wait,I figured it out. Digital cameras are able to record infrared light, these light trails are from a remote control.

From the slow shutter speed I think this may be light trails in a darkened room. The color and fast flicker have me wondering if this is one of those new LED flashlights, just bought one myself last night. I must try this out, nice effect.
