It's not actually a fern. Many people call it a palm, but, in fact, it's a cycad (related to sago palms), older than the dinosaurs. The common name for this plant is cardboard plant because the texture of the leaves when mature resemble cardboard. This is a new leaf, rotated 90 degrees. It was very difficult getting among the mature leaves to photograph the new one (the old leaves are not at all flexible). -- Victor
