You know, I always want to try that blurred-over-sharp technique but I simply keep forgetting! I've just got to do it already; it's such a nice thing. ~ Lonnit
As you could deduce, I was there for a short visit; no real props; not much time on my hands and thus had to make the most of the sunset, pier and my pair of sandals. :-)
Lonnit, it was a type of home-made "orton" type action, with blurred layer over a sharpened layer. Then some playing with levels, curves and contrast.
