I presume this is Arte Naïf (Native/Primitive/Naive/Folk Art) and actually a very nice example demonstrating the some of the main qualities of the style which include simplistic subjects, bright colours and unusual perspectives. I like this a lot!
Origin of the boat I'm not sure "Eco Ria", I believe means "Laughing Echo" in Portuguese or "Echo River" in Italian and the Fleur de Lys whilst usually French does have a Florentine example. The bow also has the type of decorative woodwork typical of Gondolas. So it could be.......
