They are counter weights for this behemoth crane I came across last week in NYC. Great guesses by all! I bumped the saturation and vibrance a little to bring out the reflection of the blue sky on the black metal. - PeterK

Initeresting, nicely composed, I like the light here. The blue shine resembles metal, like the finish found on some old handguns. The yellowish bits indicate wood.. or brass. If it's drawers, they aren't very practical. The only design consideration seems to be that something shouldn't get hooked up in the knobs while passing. Could be a 1920/30'ish design effect only. Antique chinese furniture is full of tiny drawers, can have a very simplistic design and they liked black lacquer finish. But this smells more of industrial use.. stylish but worn, a little sinister. Hints??? -kiki2
