No, the former title "Sand Wasp" was wrong. Of course, Victor is right, it is a hoverfly (after doing some research on several insect sites, I think it is a very common species, syrphus ribesii). You can tell that it is a male because the eyes stand close together whereas the eyes of female hoverflies are separated by the forehead.
