Hi Victor thanks for your comment. In this photo, these are the bottom cutters with a sharp edge (angle at the edge) and these are fitted onto the bottom knife shaft which is driven. Mated with these are top knives on a top knife shaft and these are engaged and paper/film/foil slides between these and gets slit, somewhat like a scissor action. ..... Vikas.
