Been away for a while. So I am late in saying thanks for the comments. These trees are long past living; I suspect they're halfway to petrification. But the white ground surface is not a sign of cold weather. It's mineral deposits.
I can understand why migration to southern climates is popular. This image dramatically demonstrates one possible incentive to do so?

To me it looks like the equivalent of driftwood that's still standing. It certainly doesn't look like a living tree. All I've got to say is if you think this is a tree then don't vote for it. It doesn't diminish the fact that this is a powerful photograph.
