This is a sarong saleslady on a beach in Mombassa Kenya, we can always allow our imagination to flow a bit and come up other creative reasons for the wraps being there.

Well you almost got it right Melbob there is a syndrome involved here, this is a very distant relative of Imelda Marcos in Mombassa Kenya. She has a weakness for colourful sarongs that she is very proud of and insists on showing the collection off daily.
The idea of an entrance to a nude beach were the clothing is deposited is also worth entertaining ;-)
Bob - those aren't clothes hanging there...or are they?!!!
Michael - this is wonderful. Great composition and color. The one little man sitting there is the perfect touch.

One could suppose that the owner suffers from 'Immaculate cleanliness Syndrome' or perhaps the less severe affliction of 'TieDyers Extroadinaire" disease.... (much more profitable I gather???)
Just one question FarsideMichael... if I may...? "Is this a 'Nude' beach?" ;-)
