I would call this lactarius volemus, especially if as you say copius laxtex and fishy odor. The stipe is typical as are the gills and staining. Admittedly the cap is more zoned than typical but the rest of the features fit. peckii is more orange, the zones more pronounced and the latex unbelievably hot. there are several varieties of this mushroom including one that's pale yellow.
