To create the frame:
Open your image you wish to work with. Make a dup layer. Click on bg layer to make it active. Under the Image menu, under resize and choose canvas size. Enter 2 inches for height and 2 inches for width, set to relative. When you click ok 2 inches of white space is added around your photo. Click on the top image layer in the layers palette to activate. Then press and hold the ctl key and click on the image layer's thumbnail, this puts a selection around your photo. click on the create new layer. This layer you put a thin stroke around your image. Under Edit menu and choose stroke outline selection. Enter 1 pixel for width, for color click on the swatch and choose (I used light gray), and for loction choose center. Click ok and the thin gray stroke is applied around your image. Ctr-D to deselect. You can simply lower the opacity of the stroke layer until it looks good to you since it is on its own layer.
Press M key to bring up the rectangular marquee tool. Click near the top left corner of the image and drag out a selection border that's a lttle larger than the image. Press and hold the spacebar to reposition your selection as you drag if needed.
With your selection in place click create a new layer icon. Then under Edit menu and choose stroke outline selection. Leave it at 1 pixel anc change your stroke color to black using the color picker. Set to center.
Click ok to stroke outer border with thin black stroke and press ctrl-D to deselect. Press T to switch to the type tool, pick your type color in the options bar. Now you can "sign" your print with the font that you like. Use move tool to position it under the bottom corner.
Now to name the print. Use the type tool again, select font, size and color of your choice.
Modify canvas size and border size for various size prints.
