That lump of meat is a winter kill carp that has been picked over a lot.
This small lake doesn't have the best aeration and every year some of the fish die off.
As the weather warms and the ice starts to "open up", the dead fish float and end up near the edge of the ice.
From there I can only guess that some critter, eagle, coyote, or something else drags the fish onto the ice.
At one point, there were 38 eagles within 1000 feet from where we were.
For the most part, they don't do much but stand around, but it's still fun to see.

Yowzer, you ARE having a magnificent Spring...may I ask, What is the bird feeding on the ground? I suspect it is a female eagle...but I don't actually know. Help us if you can....Best Wishes, Traveller
