I agree with your assessment and get your drift. Homeowners in our city are not responsible for digging out hydrants on their property as I understand some are. Hydrants don't have flags, but I've never seen one buried.

There used to be a hydrant directly across the street from us. When water mains were replaced that changed, and we are now between two. I suppose in a way that's actually better. Years ago we lived in a village without city water, so there were no hydrants. Insurance rates reflected that.

Re chain. It looks like it was spray painted, and the overspray hit the the body of the hydrant.
Sloppy, but it was quick.

Re composition - the melted snow, or snow hole from being shielded by the wind in the lower left of the hydrant is what makes this shot for me.

There are actually two reds on the hydrant. I don't know whether the chain was painted a brighter color intentionally.
