That they would try to build there seem like an act of desperation or stupidity. I know bees are being poisoned out, so maybe this group had contacted poison and it affected their brains. Jim

The other day I saw a honey bee fly into the open frost proof silcock at my daughters house. WTF? So I turned on the water and yellow pollen comes flying out. They were trying to build a nest in there. Confusing to me since it’s a 8 inch deep faucet. I’ve never seen that one before, that was going to be a small nest. I hooked up the hose, problem solved.
